मामला का मर्म

भागलपुर ज़िले के पीरपैंती इलाक़ा में 2,400 मेगावाट का पावर प्लांट लगने वाला है। इसके लिए 1,050 एकड़ जमीन अडानी पावर लिमिटेड को दी गई है।

अब गड़बड़ कहाँ है?
कांग्रेस का कहना है कि ये जमीन ₹1 सालाना किराया पर दे दी गई। ऊपर से ये कोई सूखी-बंजर ज़मीन नहीं है, बल्की आम, लीची अउर सागौन के पेड़ से भरी बगान वाली ज़मीन है।


कांग्रेस का हमला

कांग्रेस कहती है –

  • “ये जनता के साथ दोहरी मार है।”
  • किसान बोले, सरकार ज़मीन जबरदस्ती ले रही।
  • जहाँ किसान अपने बच्चों को लीची, आम से पढ़ाते-पढ़ाते थे, उ जमीन अब पावर प्लांट में चली जाएगी।

अडानी का दावा

  • कंपनी बोले, “25 साल का कॉन्ट्रैक्ट है बिहार बिजली बोर्ड (BSPGCL) से।”
  • बिजली ₹6.075 प्रति यूनिट पर मिलेगी।
  • काम के टाइम 10-12 हज़ार मज़दूर को रोज़गार मिलेगा।
  • प्लांट चालू होने पर 3 हज़ार स्थायी नौकरी बनेगी।

सरकार का पक्ष

बिहार सरकार कहती है –

  • ज़मीन का अधिग्रहण 2012 से ही शुरू हो गया था।
  • लगभग 1,200 एकड़ पहले से अधिग्रहित हो चुकी है।
  • बोली प्रक्रिया एकदम पारदर्शी थी।
  • अडानी, जेएसडब्ल्यू, टोरेंट, बजाज सबने बोली लगाई थी, लेकिन सबसे कम रेट अडानी का निकला।
  • ज़मीन बेची नहीं गई, बस 25 साल के लिए पट्टे पर दी गई।

गाँव-गिराम की चिंता

गाँव वाले पूछते हैं –

  • “का हमरा आम-लीची के बगइचा उजड़ जाई?”
  • “का सच में 1 रुपइया सालाना में इतना जमीन मिलल?”
  • “जे बिजली हमरा खेत से बनेगा, ओही के दाम बाकी राज्य से महँग का खातिर?”

बड़ा सवाल

  • जमीन बंजर थी या बगइचा?
  • 1 रुपइया सालाना में पट्टा देना जायज है?
  • किसानों का भविष्य क्या होगा?
  • बिहार की जनता महँगी बिजली खरीदेगी?
